    Chief Jaye Sims of the Freehold Fire Department, Good Will Hook and Ladder Company. Since joining the department in 1993 he has held the positions of Company Captain, Lieutenant, Company President, Department Training Officer, and Department Secretary. Upon his appointment, Jaye became the departments first African American Chief of Department.

    Jaye has also done extensive training and work with the Monmouth County Office of Emergency Management.

    Jaye was appointed to the Freehold Borough Council in June 2006. Again, Jaye was the first African American to serve on the governing body. Jaye served on the Public Safety and Personnel Committees and was Council President in 2010 and 2016.

    Jaye is currently employed by The City of Long Branch with the Public Works Department, holding the position of Assistant Public Works Director.

    Jaye went through the Freehold Borough Schools, attending the Park Avenue Elementary and the Freehold Intermediate School and graduated from Freehold Borough High School in 1993 as Senior Class President. Jaye has a degree in Education from Brookdale Community College and most recently graduated from the Rutgers University Public Works Manager Certification Program.

    Jaye’s commitment to his community is evident. Jaye has worked hard to make a difference for his hometown.

    Jaye is happily married to his wife Danielle, they have twin daughters, Mackenzie and Madison. He is the youngest of 4 Siblings, Pamela, Gerri, and Reginald. Most importantly, the son of his proud mother and biggest supporter, Eva Sims.

    Battalion Chief Robert Seeburger has over 32 years with the City of Bayonne Fire Department, being appointed in since 1992. He is currently the Executive Officer to the Chief of the Department and Division Commander of Fire Operations and Special Operations.

    Over Robert’s career, he has worked with Engine, Ladder, Haz Mat, and Rescue Companies. He has over 25 years in Special Operations Command and served as Captain of Rescue 1. Robert spent over 16 years as Vice President of the Officers Union.

    Over the past 10 years, Robert has lead the Department’s Special Operations Command (SOC). In this assignment, he oversees all Training and Exercises in coordination with the Department’s Training Division. As the
    Chief of SOC, his duties also include representing the Department for the Northern New Jersey Urban Area Security Initiative (UASI) Region’s Metropolitan Urban Search and Rescue (MUSAR).

    Since 2016 Robert has served as MUSAR Committee Executive Chair, where he is responsible for training, exercising, and equipment purchases. MUSAR is responsible for collapse and other heavy rescue and technical requirements for this region.

    In 2020 Chief Seeburger was assigned as the Executive Officer to the Chief of the Department. In this position the Chief assists in day-to-day Administrative and Operational Matters.

    In 2022 Robert was assigned as the Chief of Fire Operations. He works with all the city’s companies ensuring safe and effective fireground operations.

    Robert is Co-Owner of Superior Fire & Emergency Response Training LLC. The company provides Training and Consulting for area Departments. Superior provides in depth analysis of all department needs including operational and administrative. The company consists of certified instructors, who deliver state-approved instruction programs qualifying attendees for NJDFS (CEUs) throughout the year.

    Chief Seeburger is an NJ DFS Certified Level 2 Instructor, Fire Officer 2 and holds many other State and Federal Certifications. Robert recently completed the Harvard University META Leadership program.

    Guest Chief Nick Palumbo Sr.

    Chief Nick Palumbo Sr. served for over 43 years in both the career and volunteer fire services, spanning 5 decades. He began his service in 1975 when he joined the Colts Neck Fire Co #2. Continuing into Freehold First Aid Squad where he first got his EMT. He then joined the Monmouth Hose Co of the Freehold Fire Dept, where he rose to the rank of Captain. Chief Palumbo left Freehold and joined East Freehold Fire Co. in 1992 where he held many positions and rose to the rank of Chief in 2010-2011.

    Nick began his career with the Department of Defense Fire Service in 1991 when he was appointed to the Military Ocean Terminal in Bayonne Fire Department, where he rose to the rank of Captain before they were BRAC’d in 1995. He transferred in 1996 to Fort Monmouth Fire & Emergency Services where he served until the base was BRAC’d in 2005. In 2010 he transferred to Picatinny Arsenal Fire & Emergency Services, where he retired from the federal fire service in 2012 after 21 years of distinguished service

    Beyond suppression Chief Palumbo is a nationally and internationally certified in fire and explosion investigations. For more than 31 years he worked in private industry for insurance carriers and attorneys. He opened his own private detective agency, Palumbo Investigations, in 2001. In his career he has performed over 5,000 investigations. He is a qualified fire expert in the courts of 7 states, having testified in many cases.

    In the mid 1990’s Nick, along with the late Ken Vitty, revamped the Vehicle Fire Investigation course. This led to a position as a Lead Instructor in the State of New Jersey Criminal Justice Academy's Arson Investigation course. Which he maintained for over 20 years among having taught numerous classes throughout the US and Canada. Nick is a Life Member of the NJ Chapter of the International Association of Arson Investigators. He faithfully served on the Board of Directors for many years, including serving as their President from 2001- 2005.

    He now enjoys his retirement with his porch cigars, his wife of 44 years, Philly and their 6 Grandchildren. Oh yeah, his three adult child Mathew, Josephine and ME, Nick Palumbo Jr.

He began his fire service in Iselin Fire District 9 of Woodbridge Township in 2001. He quickly rose through the ranks to serve as Chief of Department in 2014. Chief Mullen began serving the City of Perth Amboy as a volunteer firefighter in 2002 and fulltime EMT in 2002. He was appointed to the Perth Amboy Fire Departments Uniformed Division in 2004. In 2010 Mullen was promoted to Lieutenant, followed by Captain in 2011. In October of 2013 Chief Mullen was promoted to Battalion Chief and assigned as Administration Chief, responsible for the department’s day to day operations. In 2017 Ed was named Acting Chief of Department until his promotion was made permanent in February of 2019. In his time as Chief, Perth Amboy Fire Department has secured several large dollar grants making it possible to add staffing, rejuvenate the apparatus fleet, and acquire specialized equipment and training, adding to the department’s scopes of service. Chief Mullen graduated from New Jersey City University with a Bachelor’s Degree in Fire Science. He is certified by the State of New Jersey as a Level III Incident Commander, Level II Fire Instructor, HazMat Incident Commander, Fire Investigator, and Fire Official.     Chief Denis Onieal entered the US Army in 1967 and was Honorably Discharged in 1969.

    Chief Onieal went on to join the Jersey City Fire Department in 1971 and rose through the rank’s from Firefighter to Deputy Chief. He retired in 1995 as to Acting Chief of Department, leading a uniformed force of 650 members. With the exception of his time as Chief of Department, he spent his entire time "in the street" as a line fire officer – including 15 years as a firefighter, lieutenant and captain in two of the city’s busiest ladder companies.

    In 1976 Chief Onieal completed a Bachelor’s Degree in Fire Science from New Jersey City University, a Master of Public Administration from Fairleigh Dickinson University, in 1978, and graduated with his Doctorate in Education from New York University (NYU) in 1990. He went on to teach in the Masters and Doctorial programs in education at NYU for five years.

    After retiring from the Jersey City Fire Department, Chief Onieal was appointed as Superintendent of the United States National Fire Academy. During his tenure, the NFA staff increased enrollments from 15,000 to over 100,000 students per year; revised all curriculums so course received credit recommendation through the American Council on Education, established a nationwide fire training system in partnership with each state; instituted an alliance to standardize fire degree programs; and launched an on-line training program.

    As the Deputy United States Fire Administrator, Dr. Denis Onieal was responsible for all aspects of the day-to-day operation of the United States Fire Administration and the National Fire Academy.

    Beginning on Sept. 12, 2001, he led the USFA’s team at the World Trade Center, working behind the scenes to help the New York City Fire Department re-establish their systems of command, control and on-site communications. In 2005, he was sent to Atlanta, Georgia, to lead the 4,000 firefighters to assist in the response to Hurricane Katrina. He served in leadership roles in almost every national disaster.

    He is the recipient of many prestigious awards including the:
    Department of Homeland Security Secretary’s Medal for Exceptional Service;
    the Congressional Fire Services Institute Mason Lankford Leadership Award;
    the Fire Engineering Lifetime Achievement Award; and
    the Firehouse Magazine Lifetime Achievement Award, and many many more.

    He is a life member of the Veterans of Foreign Wars and the International Association of Fire Chiefs.

    He serves on the Boards of the International Fire Service Training Association, the National Fire Protection Association and the Wellspan Health System.

    Chief Dennis Reilly is a 49 year fire service veteran. Outside of his fire service career, Dennis is a US Army veteran having served in Iraq during the Operation Desert Storm.

    Dennis began his fire service career in Cherry Hill, NJ where he rose thru the ranks and retired as Battalion Chief. During his time in New Jersey, Dennis became one of the original members of the New Jersey Urban Search & Rescue Task Force 1. As part of Task Force 1 the Chief made several deployments including to New York City as part of the response to the Terrorist Attacks of 9/11.

    From 2007 – 2010 the Chief worked as an independent contractor providing protective services to several different government clients in Iraq and Afghanistan.

    Dennis has also served as the Fire Chief in Pittsburg, Kansas and Sunrise Beach, Missouri, and as Assistant in departments in North Carolina & California.

    Chief Reilly holds a Master Degree in Public Administration from Penn State University, is a CFO and an accomplished author and lecturer. Dennis is the Owner of The First Line Fire Service Training Company LLC, and is active in numerous professional development activities within the fire service. Including haven spoken at various events to include the Command Officers Boot Camp, the Orlando Fire Conference, the Atlanta Metro Fire Conference, the Louisiana Instructors & Firefighter Training (L.I.F.T.) conference, and the Culture & Craft Seminar

    Chief Reilly has been married to his wife Ann for over 37 years. They have two adult children, and three grandchildren.

    Deputy Chief Anthony Avillo retired in 2015 from THE North Hudson Regional Fire & Rescue, after over 30 years on the line.

    In addition to North Hudson Fire, Chief Avillo has taught at the Bergen County Fire Academy, FDIC, and most recently served as Director of the Monmouth County Fire Academy. Chief Avillo is also a partner in Study Group, Inc., a business that helps firefighters and officers of career departments prepare for promotional exams.

    Chief Avillo has a Master’s Degree in National Security Studies and a Bachelor’s Degree in Fire Science from the New Jersey City University, where he is also an Adjunct Professor in their Fire Science Program. Anthony has also authored and published several texts that are currently used in academic curriculums and for promotional exams.

    Outside of the fire service, Chief Avillo is an avid music lover and loving father.

    Chief Craig Haas is the 4th of 5 generations of Firefighters. began his career in the emergency services in 1982 when he joined the East Brunswick Rescue Squad. Where over his 13 year tenure he rose through the ranks of Chief Driver, 1st Lieut, and Trustee for 5 years.

    His EMS experience continued as a member 5 Quad Volunteer Ambulance Corp, which protected the campus of SUNY Albany.

    In July of 2000 Craig joins the Freehold Township Independent Fire Co., in Freehold Township NJ. He is currently in his third term as Chief of Department.

    Besides being a family man, Craig is also a Photo Journalist for Fire News.
