    Correction given by Nathan WInters: Theodosius came to power 42 years after Constantine but was not related to Constantine. It is his edicts, though, that were pivotal in uniting church and state in a way that hadn't occurred prior. It was this trend that Pope Gelasius was responding to a century later with his “Two Powers.”
