In 1204, the great Angevin Empire was fragmenting under King John's rule. Unable to withstand France's invasion of Normandy, John also faced difficult relations with the papacy, and rising dissent among his barons. By the time John died in 1216, the failed Magna Carta gave way to civil conflict, and more than half of the country had fallen to the dauphin of France. These troubles were then passed, along with the crown, to John's nine-year-old son, Henry III.

AD 652. Over the span of two hundred years, Great Britain established, governed, lost, and reconstructed an empire that embraced three continents and two oceanic worlds. The British ruled this empire by correlating incoming information about the conduct of subjects and aliens in imperial spaces with norms of good governance developed in London. Officials derived these norms by studying the histories of government contained in the official records of both the state and corporations and located in repositories known as archives.

A land of almost 3 million square miles has lain since time immemorial on the southern flank of the planet, so isolated that it remained almost entirely outside of European knowledge until 1770. From there, however, the subjugation of Australia would take place rapidly. Within 20 years of the first British settlements being established, the British presence in Terra Australis was secure, and no other major power was likely to mount a challenge. In 1815, Napoleon would be defeated at Waterloo, and soon afterwards would be standing on the barren cliffs of Saint Helena.
