War-game simulation specialists James F. Dunnigan and Austin Bay have revised their highly regarded analyses, bringing up to date not only the many conventional conflicts around the world today but the new battlegrounds that have emerged since the previous edition was published more than a decade ago - the Global War on Terror, counterinsurgency struggles around the world and the latest frontier of modern combat: cyber war.

China’s economic, technological, and military hyperpower has reached an all-time high. This power is based upon decades of intense government spending, military build-up, cyber and intellectual property breaches of other sovereign nations—foremost the US and its allies—and a hegemonic dictator for life Xi Jinping yielding unparalleled control, comparable to the era of Mao Tse Tung.

Henry Kissinger is among the most controversial figures in American life. He has been lauded as a diplomatic Superman and cursed as a war criminal, credited with turning the tide of the Cold War and accused of causing genocide. At various times, he has inspired both admiration and deep suspicion among the American public.

The United States and China are locked in a “cold tech war", and the winner will end up dominating the 21st century. America can still catch up. Unfortunately, Americans, focused on other matters, are not meeting the challenges China presents. A whole-of-society mobilization will be necessary for the US to regain what it once had: control of cutting-edge technologies. Americans may not like the fact that they’re once again in a Cold War-type struggle, but they will either adjust to that reality or get left behind.

The People’s Republic of China and the United States are today at war. It is being fought with the use of information, politics, and finance. The Chinese believe that, as in all war, it would be better to win without engaging the enemy on the battlefield or having to resort to the likes of nuclear weapons if it can be avoided. To achieve this, China has engaged in a decades-long campaign to manipulate and corrupt America’s ruling elite.
