Three racist cops plan a takeover of the city of Chicago. The plan has been gestating since they were recruited in high school. They need one more recruit Philip Black, a part of their academy unit section. When his life is struck by tragedy, the cabal moves in a recruits him. If he accepts, he will be part of the takeover. If he declines, he will be "taken care of".
