Once an idyllic chain of inlets running from Key Largo to Key West, the Florida Keys have become an isolated universe of grotesquely mutated wildlife and bizarre submarine malformations. Blind 70-foot sea snakes lurk among the reefs around underwater volcanoes, while typhoons and pirates turn the crystal waters above into a death zone.

It is 1944. A message from Paris warns Allied Intelligence of something big in the works - something which might have serious implications for D-Day. The only way to get more information from the agent in Paris - now closely watched by the Gestapo - is to send in a personal courier. Russian émigré Michael Gallatin is picked for the job. In retirement as a secret agent since a grisly episode in North Africa, Gallatin is parachuted into occupied France, on a mission which will take him to the festering heart of the Third Reich on the scent of doomsday.

The worst has happened: Fleet is tearing itself apart. Some of the mutineers see injustice in the unequal spread of the rejuvenation drugs that offer virtual immortality to the rich; others are simply thirsty for power, or for blood. The Loyalists, meanwhile, fight desperately to preserve the rule of law in Familias Regnant space. But when Esmay Suiza-Serrano is unceremoniously booted out of Fleet, the apparent victim of family politics, she has no idea of the whirlwind of conflict into which she is about to be drawn.

It’s been over half a year, now, since the brutal murder of Archbishop William de Laurent during his pilgrimage to the Galicien city of Davillon. During that time, the Church of the Hallowed Pact has assigned a new bishop to the city - but it has also made its displeasure at the death of its clergyman quite clear. Rejuvenates fear the backlash caused by bad drugs: they want nothing to interfere with their pursuit of long life - or the profit that comes from promising it to others. Neighbor states fear the aggressive expansion of the Familias Regnant, fueled by population growth and extended lifespan. Within the Regular Space Service, those who have received experimental rejuvenations fear they may have been intentionally given bad drugs. Esmay Suiza's family fears that her marriage to an offworlder will damage their position.
