On June 14, 1940, German tanks entered a silent and nearly deserted Paris. Eight days later, France accepted a humiliating defeat and foreign occupation. Historicizing the much-championed ideal of zero waste, Anne Berg shows that the management of waste was central to the politics of war and to the genesis of genocide in the Nazi Germany. Destruction and recycling were part of an overarching strategy to redress raw material shortages, procure lebensraum, and cleanse the continent of Jews and others considered undesirable. Resource extending schemes obscured the crucial political role played by virtually all German citizens to whom salvaging, scrapping, and recycling were promoted as inherently virtuous and orderly behaviors.

When war broke out in Europe in August 1914, the new German luxury ocean liner SS Vaterland was interned in New York Harbor, where it remained docked for nearly three years - until the United States officially entered the fight to turn the tide of the war. Seized by authorities for the US Navy once war was declared in April 1917, the liner was renamed the USS Leviathan by President Woodrow Wilson and converted into an armed troop carrier.
