Benito Amilcare Andrea Mussolini, born on July 29, 1883, who went by the nickname “Il Duce” (“the Leader”), was a deeply unbalanced tyrannical Italian dictator who created the dreaded Fascist Party in 1919. Eventually, he held all power in Italy as the country’s prime minister from 1922 to 1943. An ardent socialist as a youth, Mussolini followed in his father's political footsteps but was expelled by the party for his overt support of World War I. On Liberty is an 1859 philosophical treatise by the English philosopher John Stuart Mill (1806 - 1873) which applies an ethical system of utilitarianism to society and the state. Mill starts with a brief overview of the meaning of liberty and proffers his basic argument in favor of liberty for the individual, to the degree that it harms no one else. The value of liberty of opinion and liberty of action are set forth in two chapters.

Two Treatises of Government is a work of political philosophy that outlined a concept foreign to the American people who, at the time, were still under English monarchy. This concept is what we now call democracy and advocated for a system in which all people were afforded rights to freedom and property ownership. The book was intended to push forward the ideas on contract theory and natural rights. Thomas Jefferson borrowed many of the ideas of Two Treatises of Government while writing the Declaration of Independence.
