Medicines are arguably the most highly regulated - and cost-inflated - products in the United States. The discovery, development, manufacturing, and distribution of medicines is carried out by an ever more complex and crowded set of industries, each playing a part in a larger “pharmaceutical enterprise” seeking to maximize profits. But this was not always the case. The Price of Health is the reveals the story of how the pharmaceutical enterprise took shape and led to the present crisis.

In 1866, 12 men and women and one small child were forced aboard a leaky schooner and cast away to a natural prison on the Hawaiian island of Molokai. Two weeks later, a dozen others were exiled, and then 40 more, and then 100 more. Tracked by bounty hunters and torn screaming from their families, the luckless were loaded into shipboard cattle stalls and abandoned in a lawless place where brutality held sway. Many did not have leprosy, and most of those who did were not contagious.

Dr. Aribert Heim worked at the Mauthausen concentration camp for only a few months in 1941 but left a devastating mark. According to the testimony of survivors, Heim euthanized patients with injections of gasoline into their hearts. He performed surgeries on otherwise healthy people. Some recalled prisoners' skulls set out on his desk to display perfect sets of teeth. Yet in the chaos of the postwar period, Heim was able to slip away from his dark past and establish himself as a reputable doctor and family man in the resort town of Baden-Baden.
