In the immediate aftermath of World War II, the United States Army became the principal agent of American foreign policy. The army designed, implemented, and administered the occupations of the defeated Axis powers Germany and Japan, as well as many other nations. Generals such as Lucius Clay in Germany, Douglas MacArthur in Japan, Mark Clark in Austria, and John Hodge in Korea presided over these territories as proconsuls.

As increasingly contentious politics in the United States raise concerns over the "politicization" of traditionally non-partisan institutions, many have turned their attention to how the American military has been—and will be—affected by this trend. Since a low point following the end of the Vietnam War, the US military has experienced a dramatic reversal of public opinion, becoming one of the most trusted institutions in American society. However, this trend is more complicated than it appears.

The Asymmetric Warfare Group (AWG) serves as the United States Army’s global scouts. We leverage direct observations of the operational environment, emerging threat capabilities, and friendly gaps to advise the operational force. One of the threats we see on the horizon is that posed by Private Military Companies (PMCs). PMCs are proliferating worldwide and play an increasingly important role in conflict. Specifically, PMCs based in the Russian Federation have been active in Europe, the Middle East, and Africa. They are of increasing concern to commanders worldwide.

The internment of Japanese Americans in the wake of the attack on Pearl Harbor is second only to slavery in terms of America's most tragic and regrettable chapters in history. The allied leadership was expecting a prolonged armed occupation of Germany with German patriots continuing the war by other means. The German high command made much of the “werewolf” units they would be seeding across the country to make any occupation a bloody affair. In this book commanders were offered advice based on the experiences of the occupying forces that had ruled over Europe during the war.

The Federalist Papers is a series of 85 articles arguing in favor of ratification of the United States Constitution by the 13 original colonies. Federalist No. 74 discusses the powers of the president as commander-in-chief and to grant pardons and reprieves. Hamilton asserts that the role of commander-in-chief is inherent in the office itself and requires the speed and resolve of a single decision-maker.
