In the ever-changing modern international landscape, men serving at the tip of the spear need to be able to adapt, adjust, and excel in any environment, under any rules of engagement, at any time. This can lead to men making hard decisions that toe, and sometimes cross, the line between right and wrong.

Alex Foaly, Morgan Tyron, and Vinny Jensen are wanted terrorists. Luckily for them, they are presumed dead. Mostly. In the months since the sinking of the MV Aguilar in the Hudson Bay, the three contractors-turned-"terrorists" have gone to ground, waiting it out and biding their time as they develop a plan to clear their names for an attack they did not commit, but the world blames them for.

Time is running short. The men-turned-mercenaries from the now-defunct Integral Solutions Consulting are short on options. While Alex Foaly continues his search for information that will clear their names of the crimes he and his teammates didn’t commit, Morgan Tyron is still healing from the wounds he sustained during his one-man mission in the African Bush. But their efforts have come to a grinding halt thanks to a single text message.

To effectively combat the rise of global terrorism, the US military must now rely on more than traditional weapons and tactics. Don Riley of the US Cyber Command is given charge of a brand new effort: A new team in the CIA Operations Directorate called Emerging Threats. To establish this team he recruits three talented recent commissioned naval officers - Janet Everett, Michael Goodwin, and Andrea Ramirez - and together they uncover a new terrorist group.
