In the darkness before moonrise on the Atlantic Ocean off the African coast on August 21, 1940, the night erupted in a fusillade of bullets and shells. The victim was a stalwart English tramp steamer, Anglo Saxon, part of the lifeline that was keeping besieged England in supplies. The attacker appeared to be a merchant ship from a neutral country.

Successful sea rovers were careful practitioners of a complex profession that sought wealth by stratagem and force of arms. Drawn from the European tradition, yet of various races and nationalities, they raided both ship and town throughout much of the world from roughly 1630 until 1730. While he was in charge of the Royal Navy between October 1911 and May 1915, not only were there major improvements in pay and conditions for sailors but detailed consideration was also given to the future of the spirit ration; to the punishing and eradicating of homosexual practices; to the spiritual concerns of the fleet; and to the regime of corporal punishment that underpinned naval discipline for boy sailors.

In 2001, while vacationing on Panama’s Pacific coast, maritime archaeologist James P. Delgado came upon the hulk of a mysterious iron vessel, revealed by the ebbing tides in a small cove at Isla San Telmo. He learned that the wreck was the remains of one of the first successful deep-diving submersibles, built in 1864 by Julius H. Kroehl, an innovator during the Civil War.
