In the early 19th century, the United States turned its idealistic gaze southward, imagining a legacy of revolution and republicanism it hoped would dominate the American hemisphere. From pulsing port cities to Midwestern farms and Southern plantations, an adolescent nation hailed Latin America's independence movements as glorious tropical reprises of 1776.

We know - and love - the story of the American Revolution, from the Declaration of Independence to Cornwallis' defeat. But our first government was a disaster, and the country was in a terrible crisis. So when a group of men traveled to Philadelphia in the summer of 1787 to save a nation in danger of collapse, they had no great expectations for the meeting that would make history.

Thomas Jefferson, author of the Declaration of Independence, and James Madison, "Father of the Constitution," were two of the most important Founders of the United States as well as the closest of political allies. Yet historians have often seen a tension between the idealistic rhetoric of the Declaration and the more pedestrian language of the Constitution. Moreover, to some, the adoption of the Constitution represented a repudiation of the democratic values of the Revolution.

In 1789, the people of France decided to overtake the monarchy of their country in favor of a republic. The French Revolution played out like an echo of the American Revolution of the decade prior, with people rising against their governing bodies. Like the American Revolution, the French Revolution had its dissidents and supporters. Thomas Paine was one such supporter, and Rights of Man was his manifesto in support of people fighting for liberty.

Lives and honor did indeed hang in the balance, yet just what were their fortunes? How much did the Founders stand to gain or lose through independence? When the United States government passed the Bill of Rights in 1791, its uncompromising protection of speech and of the press were unlike anything the world had ever seen before. But by 1798, the once-dazzling young republic of the United States was on the verge of collapse. When the Constitutional Convention in Philadelphia adjourned late in the summer of 1787, the delegates returned to their states to report on the new Constitution, which had to be ratified by specially elected conventions in at least nine states. Pauline Maier recounts the dramatic events of the ensuing debate in homes, taverns, and convention halls, drawing generously on the speeches and letters of founding fathers, both familiar and forgotten, on all sides.

The decade of the 1790s has been called the "age of passion". Fervor ran high as rival factions battled over the course of the new republic - each side convinced that the other's goals would betray the legacy of the Revolution so recently fought and so dearly won. All understood as well that what was at stake was not a moment's political advantage, but the future course of the American experiment in democracy. In this epochal debate, no two figures loomed larger than Thomas Jefferson and Alexander Hamilton.
