Decrees were legislative acts of the highest Soviet institutions, primarily of the Council of People's Commissars (the highest executive body — Sovnarkom) and of VTsIK (the highest legislative body between sessions of the Congress of Soviets). The Bolshevik Initial Decrees were announced as soon as the Bolsheviks declared their success in the October Revolution (October 26, 1917). Whichever belief system was in play for the major industrial nations of Central and South America, a constant bombardment of foreign influence pushed the people of states such as Nicaragua, Chile, Brazil, Argentina, and others toward overthrow. Lenin began the composition of an early draft of State and Revolution while in exile in Switzerland in 1916, under the title "Marxism on the State". "Soviets", legislative bodies of workers and peasants were the de facto governments of Petrograd and many smaller cities.

These are the famous opening words of a treatise that has stirred vigorous debate ever since its first publication in 1762. Rejecting the view that anyone has a natural right to wield authority over others, Rousseau argues instead for a pact, or 'social contract', that should exist between all the citizens of a state and that should be the source of sovereign power.

During the recent presidential election, "media literacy" became a buzzword that signified the threat media manipulation posed to democratic processes. Meanwhile, statistical research has shown that eight- to eighteen-year-olds pack more than eleven hours with some form of media into each day by "media multitasking." Young people are not only eager and interested to learn about and discuss the realities of media ownership, production, and distribution, they also deserve to understand differential power structures in how media influences our culture.
