As the 1960s drew to a close, the United States was coming apart at the seams. From August 1969 to August 1970, the nation witnessed 9,000 protests and 84 acts of arson or bombings at schools across the country. It was the year of the My Lai massacre investigation, the Cambodia invasion, Woodstock, and the Moratorium to End the War. The American death toll in Vietnam was approaching 50,000, and the ascendant counterculture was challenging nearly every aspect of American society.

The United States national-security establishment is vast, yet the United States has failed to meet its initial objectives in almost every one of its major, post-World War II conflicts. Of these troubled efforts, the US wars in Vietnam, Iraq, and Afghanistan stand out for their endurance, resource investment, human cost, and miscalculated decisions. In Planning to Fail, James H. AWOL rates were rising. And in August 1968, a group of Black soldiers seized control of the infamous Long Binh Jail, burned buildings, and beat a white inmate to death with a shovel. The days of "same mud, same blood" were over, and a new generation of Black GIs had decisively rejected the slights and institutional racism their forefathers had endured.

In Tour of Duty, Brinkley explores Senator John Kerry's career and deftly deals with such explosive issues as US atrocities in Vietnam and the bombing of Cambodia. Using new information acquired from the recently released Nixon tapes, Brinkley reveals how White House aides Charles Colson and H.R. Haldeman tried to discredit Kerry.
