Disappointed - seems like filler

I love all of the Bishop series but this one I found a little boring, I feel like it was written to create the background for the next book(s) maybe. I was disappointed because it just felt like the author was introducing more and more characters without a real storyline for them and then confusing the current storyline. I'm guessing the next book will help explain all of this but as of now this was my least liked book of all the Bishop series.
