After serving two tumultuous years with the CIA, Tony Gannon quit after the military coup that overthrew Chilean President Salvador Allende in 1973. Now a lawyer in 1981 Miami, a city impacted by the Mariel Boatlift from Cuba, Gannon is assigned to represent a judge accused of murdering a prominent Cuban exile. Since the judge refuses to cooperate in his own defense, Gannon must try, with the assistance of two people from his CIA days, to uncover the judge's motive to present a compelling defense.
