A breakdown in the strategic balance during the last decade of the Cold War prompts the Kremlin into launching an elaborate plan to insert a "dirty bomb" in the island of Manhattan, and blow it off the face of the Earth in in the event of nuclear war. Marlon Berkowitz, a retired special forces colonel, is selected by the U.S. State Department of Defense to shape and lead The Quadrille, a shadow-network of expendable undercover operatives tasked with the elimination of all Soviet nuclear saboteurs operating on U.S. soil.

A few years have elapsed since the fall of the Berlin Wall and, with the collapse of the Iron Curtain, Washington decides to disband the Quadrille. But there are rumors that a former Russian operative of the Soviet GRU is back in action working with the Russian Mafia, and someone in Capitol Hill gives orders to Col. Berkowitz to infiltrate America's East Coast underworld with one of his former trouble-shooters from the Cold War era, with his eyes and ears wide open. The problem is that the right man for the job is no longer around. His name is Patrick Coonan; his codename: Delta.
