Our ability to foresee and protect against natural catastrophes has never been greater; yet we consistently fail to heed the warnings and protect ourselves and our communities, with devastating consequences. What explains this contradiction? In The Ostrich Paradox, Wharton professors Robert Meyer and Howard Kunreuther draw on years of teaching and research to explain why disaster preparedness efforts consistently fall short.

Two decades ago, British Petroleum, a venerable and storied corporation, was running out of oil reserves. Along came a new CEO of vision and vast ambition, John Browne, who pulled off one of the greatest corporate turnarounds in history. BP bought one company after another and then relentlessly fired employees and cut costs. It skipped safety procedures, pumped toxic chemicals back into the ground, and let equipment languish, even while Browne claimed a new era of environmentally sustainable business as his own. For a while the strategy worked....

On June 12, 1972, a powerful explosion rocked American Airlines Flight 96 a mere five minutes after its takeoff from Detroit. The explosion ripped a gaping hole in the bottom of the aircraft and jammed the hydraulic controls. Miraculously, despite the damage and ensuing chaos, the pilots were able to land the plane safely. Less than two years later, on March 3, 1974, a sudden, forceful blowout tore through Turk Hava Yollari (THY) Flight 981 from Paris to London. THY Flight 981 was not as lucky as Flight 96: it crashed in a forest in France.

They said it was the world’s deepest and most dangerous coal mine. That claim was probably correct. What is certain is that in October 1958, the Dominion Steel and Coal Corporation’s No. 2 colliery at Springhill, Nova Scotia, was a leading candidate for both those dubious distinctions. The mine was the proverbial “disaster waiting to happen.” And it did.

On October 1, 2015, the SS El Faro, a cargo ship tall as a hundred-story building that made a regular run between Jacksonville, Florida, and Puerto Rico, delivering everything from razor blades to new Chevrolet cars, disappeared in Hurricane Joaquin, a category 4 storm. The ship, her hundreds of shipping containers, and her entire crew sank to the bottom of the ocean, three miles down. The sinking was the greatest seagoing US merchant marine shipping disaster since World War II.

The future may still be unpredictable, but nowadays, disasters are not. We live in a time of constant, consistent catastrophe, where things more often go wrong than they go right. So why do we still fumble when disaster hits? Why are we always one step behind? In The Devil Never Sleeps, Juliette Kayyem lays the groundwork for a new approach to dealing with disasters.

You have seen Robert A. Jensen—you just never knew it. As the owner of the world’s largest disaster management company, he has spent most of his adult life responding to tragedy. From the Oklahoma City bombing, 9/11, and the Bali bombings, to the 2004 South Asian Tsunami, Hurricane Katrina, the 2010 Haitian Earthquake, and the Grenfell Tower Fire, Jensen has been at the practical level of international incidents, assisting with the recovery of bodies, identifying victims, and repatriating and returning their personal effects to the surviving family members.

As hundreds of rescue workers waited on the ground, United Airlines Flight 232 wallowed drunkenly over the bluffs northwest of Sioux City. The plane slammed onto the runway and burst into a vast fireball. The rescuers didn't move at first: nobody could possibly survive that crash. And then people began emerging from the summer corn that lined the runways. Miraculously, 184 of 296 passengers lived. No one has ever attempted the complete reconstruction of a crash of this magnitude.

Immediately after two hijacked jets struck the World Trade Center on September 11, 2001, Dennis Smith volunteered in the rescue effort. Having spent his career as both a respected writer and a member of one of the city's busiest firehouses, Smith became determined to use his unique background to tell the story of the disaster and its aftermath with the empathy and understanding that only an insider could bring to it. After the Oklahoma City bombing in 1995, Susannah Charleson was so impressed by the newspaper photo of an exhausted handler and his search-and-rescue dog that she decided to train a dog of her own. On November 8, 2018, the people of Paradise, California, awoke to a mottled gray sky and gusty winds. Soon the Camp Fire was upon them, gobbling an acre a second. Less than two hours after the fire ignited, the town was engulfed in flames, the residents trapped in their homes and cars. By the next morning, eighty-five people were dead. As a reporter for the San Francisco Chronicle, Lizzie Johnson was there as the town of Paradise burned.

Hurricane Katrina made landfall in New Orleans on August 29, 2005, but the decisions that caused the disaster extend across the 20th century. After the city weathered a major hurricane in 1915, its Sewerage and Water Board believed that developers could safely build housing away from the high ground near the Mississippi. And so New Orleans grew in lowlands that relied on significant government subsidies to stay dry.

Psychological first aid, or PFA, is designed to mitigate the effects of acute stress and trauma and assist those in crisis to cope effectively.
