Rome, AD 41. Caligula has been assassinated and the Praetorian Guard have proclaimed Claudius Emperor – but his position is precarious. Rome, AD 63. Vespasian has been ordered to a far-flung empire in Africa to free 200 Roman citizens who have been enslaved by a desert kingdom. Rome, AD 51: Vespasian brings Rome's greatest enemy before the emperor. After eight years of resistance, the British warrior Caratacus has been caught. But Agrippina, Emperor Claudius' wife, pardons Caratacus. Claudius is a drunken fool, and Narcissus and Pallas, his freedmen, are battling for control of his throne. Separately,they decide to send Vespasian east to Armenia to defend Rome's interests. Meanwhile the East is in turmoil.

Babylon, 323 BC: Alexander the Great is dead, leaving behind him the largest empire the world has ever seen. Czwarty tom cyklu o Wespazjanie Szalony cesarz Kaligula zamordowany, pretorianie wprowadzają na tron Klaudiusza. Jednak jego sytuacja jest niepewna. Jego trzej wyzwoleńcy, Narcyz, Pallas i Kallistos, muszą sprokurować dlań natychmiastowe szybkie zwycięstwo. Ma to być odzyskanie orła legionu Siedemnastego, utraconego w lesie Teutoburskim prawie czterdzieści lat wcześniej. Wyprawę do ponurych kniei Germanii na czele jedynie niewielkiego oddziału jazdy prowadzi Wespazjan, ktoś jednak z wielką determinacją próbuje sabotować jego misję.

Brytania, 45 rok. W pobliżu Stonehenge druidzi chwytają w zasadzkę Sabinusa, chcąc zwabić Wespazjana, który zapewne przybędzie ratować brata - by obu rzymskich legatów złożyć w mrocznej ofierze prastarym bogom podczas letniego przesilenia. Wespazjan musi walczyć o uratowanie brata i zakończyć podbój południowego zachodu tej nawiedzonej wyspy, nim wezwanie do Rzymu wrzuci go w wir cesarskiej polityki. Trzej wyzwoleńcy Klaudiusza wciąż są wszechwładni.

Rzym, lata czterdzieste I w. Wespazjan wraca do Rzymu z nadzieją, że wraz ze śmiercią cesarza Tyberiusza skończy się szaleńcze rozpasanie, a cesarstwo podźwignie się z kryzysu. Tymczasem kolejny władca, Kaligula, na jego oczach przeistacza się w szaleńca. Jednak ekstrawaganckie projekty budowlane, niekończące się igrzyska, ostentacyjność kazirodczego związku z siostrą Druzyllą są niczym w porównaniu z najbardziej szalonym pomysłem Kaliguli - cesarz zamierza przerzucić most przez Zatokę Neapolitańską i przejechać nim w zbroi Aleksandra Wielkiego.

63 n. Chr.: Vespasian ist Statthalter von Africa. Jenseits der Wüste, im Königreich der Garamanten, soll er 500 römische Bürger aus der Sklaverei befreien. Kaiser Neros Erwartungen zu enttäuschen, ist keine Option. Doch in dem Staat trifft er auf eine versklavte Bevölkerung kurz vor der Revolte. A.D. 58: Kaiser Nero hat einen Tross von Speichelleckern um sich versammelt, und zusammen wüten sie des Nachts in Roms ungeschützten Straßen. Neros Ausgaben sind uferlos, zugleich ist die Kontrolle über Britannien kaum noch zu bezahlen. Kann Nero sich aus der Provinz zurückziehen, ohne als Verlierer dazustehen? Panisch versuchen die römischen Investoren, ihren Reichtum aus Britannien abzuziehen. Vespasian muss noch einmal auf die Insel. Dort wird er in eine tödliche Rebellion verwickelt, angeführt von der unerbittlichen und furchtlosen Königin und Heerführerin Boudicca.
